When defining such a tool in ToolStore, typically you would:
Define the insert using the Reach, Width etc settings in the normal way, but setting the Shank parameters to 0 to disable it.
Set the Side Angle (new in the Geometry tab) to match the insert angular offset in its holder.
Create a holder solid model. Create the model so that the centre of the insert mounts at the 'World origin' of the solid, and the holder is 'Z-axis aligned' (rather than being angled). Paste the model into the Tool dialog Mounting tab.
Still in the Mounting tab, set the mounting Angle to match the Side Angle, so the holder mounts at an angle, but with the insert radially aligned.
